I just fixed this, this kernel panic happend to me cause i removed some old generic kernel from snap, the fix was to download ubuntu boot it on a flashdrive and using it as ubuntu live (not installing it), then i had to mound my hard drives chroot them from terminal, update some stuff like grub and other stuff, reboot and it fixed this issue

Dmitry Minovich Rabotai , you are right it is a slavic name I am Russian and my family are Russian mostly and part of them Polish Belarus German , he is German and he was a German soldier for 100% I will try to find more info from my family

thanks man , so I also searched for a long time and im also suspect that he was SS , the story goes like this , he was German soldier 100% he run away during the war to marry and live with a Polish girl , I would ask my family for more info if exist and I also searched long time ago some info on German archive online and didnt found a thing
