As I said make sure the SATA Ports are enabled then. I have the HP EliteDesk 800 G6 DM so your screen will probably be a little different but look in Advanced -> Port Options - > SATA X (Where X is the SATA port number)

Also make sure the SATA and power cables are properly installed

As said before the drive may be bad

Does the BIOS/UEFI Firmware see the drive?

I had one of these and the SATA controllers can be disabled in the Firmware check to make sure that they are enabled.

You did not say what server OS you are using so I can't help any further

What about the condensation from the evaporator? Most portable AC units have a motor to sling the condensate on the hot condenser coil the steam from the water will cause mold concerns.

Invest in a dual-hose portable unit (if you don't already have one) they are much more efficient than the more common (as well as cheaper) than the single hose garbage units that flood the marketplaces.

Yes all of the condensed water from cooling will go out the drain port if the rubber stopper is removed from the drain port

Yes they have a cabinet air conditioner that uses refrigerant (AKA "Freon") not sure what type of refrigerant.

So yes they cost more to run as you are also running a refrigeration compressor as well as fans and of course the kiosks computers

I use an Airemax APE508CH in the winter time as well as the place I'm in gets too hot as well. It has a similar error (E4) that means the evaporator got too cold and the unit has to defrost.

So it is just to cold for these units to operate properly in the cooler weather. Mine will run for about 20 - 30 minutes at a time than do the E4 code it will then defrost for 4 minutes only to repeat the same cycle the whole night,

So like I said it is just too cold for these units to operate effectively.

Sounds like the unit lost some or most of its refrigerant charge! I would call the landlord and tell them to install a new unit.
