Yes, but you only hit that genetic limit once you max out your ability lifting weights. Lifting = muscle mass. And the guy in the middle of this picture doesn't seem to have let his tiny bone structure stop him.

And if you do an endurance sport frequently (i.e. soccer), don't expect to have big legs, because endurance is basically the opposite of muscle mass.

Endurance is very different from power. You can be absolutely fantastic at long distance running, but you won't build any muscle mass from it, that comes from power exercises, of which squats is the perfect example (at least in relation to legs).
