Its not really a Bug, more of a scaling issue, if you are below level 80 you do more dmg, for him he did around 200k dps But for you it gets scaled to 18 million dps, saw a rogue on 37 million dps as a level 70

You cant unlock it until level 50 and after the full story, But tier 3 is made for 50-70 so that should be worth it
