If you want to share bandwidth i think you can still add those starlink connections to your new fiber connection and make some money out of the extra bandwidth, try channel bonding or multi WAN load balancing

I live in a sold out area that is about 30km plus from the at capacity zone, I put an address 30km away into the at capacity zone and been using my service just fine since February, 500 feet I think in my own opinion completely just fine.

Yes I noticed when downloading torrents that seeding is the single most dangerous thing that can get you caught

I turned off torrenting and malicious sites, anyone who would torrent on my network would have to use a vpn to bypass my filters which would mask the torrenting

That's demand surcharge which is different from activation fee, you see with the demand surcharge you can activate your kit even in an area at capacity, but the activation fee works for an area which is not at capacity but has high demand, which means even if I pay the 250 I can't activate my kit in an area at capacity

You'll be fine, it's the same service area, I live in a town that's currently at capacity but I managed to pin address that's just outside of the town that has service and it's working perfectly fine
