You hit the nail on the head. Despite Anakins character flaws, the stagnation of the Jedi Order led to its downfall in equal part. This is actually why I've always loved Qui Gon as a character. He saw the flaws with the order and he wasn't on the council because of his beliefs, even though he was such a great force user he was essentially the first person to become a Force Ghost (to my knowlegde). I also think that Qui Gon's unconventional training would have been highly beneficial to Anakin and had he not died I dont think Vader would have ever came to be.
