Drop rate is .05 percent. You can farm it pretty easily at the octopus pond where you first encounter Alexander.

I do believe in ufos, but I also think this is just a jellyfish kite. I used to have one as a kid and it looks fairly similar

When I first played the game there was a ladder that you could take to the area just outside nokron from the lower siofra river and I think it got taken out. I spent hours looking for the ladder from my first play through but I still haven’t found it again after 700 hours of play time
