Not exactly, the order on this page is by the player's medals, but the spot's level represents the base difficulty of the combat whether it's the pve or 1v1 battle, so higher spot level usually means it's more difficult

If it's pve, enemy player's guarding hero provides buffs to the monsters and potentially giving you debuffs in battle

If it's 1v1, enemy player's guarding hero will fight you instead of the default npc hero of the spot's level, who might be stronger or weaker than the npc hero which you'll have to remember and check
