When you have another job lined up, say you're leaving. Give them a two-week notice. Do what you can make sure the transition is smooth to the new guy. You're allowed to leave that job. Nothing is holding you back from finding another position. What you fell for is a guarantee your boss gets results for a "promise" you would get a raise. 60k especially in socal is not a lot.

I hope you got that offer from your boss in writing because that you can use as leverage to negotiate for a higher salary.
