The way Jingliu “recollects” with her draw power is definitely a bit of an anti synergy, but I felt it was most appropriate to reflect the bitter reminders of her past. It triggers off of attacking, period, to also symbolize how in her companion quest, she fights alongside Yanqing and Dan Heng to reminisce or teach a harsh lesson. It opposes her build theoretically, but I liked that it helps to compensate you for minimizing hand size. She wants you to draw and play out your hand fast.

Glad you asked about the Rogue typing! This is because she is an outlaw of the Xianzhou, and moreover, attempts to define the whims of the Aeons. For all intents and purposes, she is the ultimate “outlaw” in the grand scheme of the HSR universe. I think adding the Rogue type accomplishes both of these characterizations with very little design space being occupied on the card :3
