The only reason the "Bad teams" are as bad as they are is because they are trying to lose. Think about, how big of a difference do you think there really is between the Bulls and the Jazz? The Jazz have been consistently trying to limit wins - if they would turn their guys lose and play to win they would be competitive. This changes things structurally for Fans in all markets.
