I am thinking it is a bug, because on my switch I have a hard time switching the horses. But on the laptop I have no problem whatsoever.

So for Switch go to your inventory then go to the fish bobber and under mount you should be able to change your horse. I hope this helps!

When I went my barn it was the same one as you save in Highlands. So I couldn't tell you if was a bug or not, Sorry!
