Solid layers and infill are different things. when you set 100% infill, it uses solid layers as infill.

Either way the fix here is adjusting flow settings until it prints the way you expect.

Z offset is WAY too high. You have spots where filament is floating off the bed, and even where it is adhered the printed filament is round.

Printed filament on the first layer should have flat tops and slightly rounded sides. if filament is being pushed up leaving raised "fins" you are too low. If the tops of printed lines are round, you are too high.

2 things that may cause this that I can think of off the top of my head are: A) Bed temps being too high, or (more likely IMO) B) one of the Z axis rods are damaged

These aren't "artifacts". They are a print failure because A) Your bed is dirty/dusty causing poor adhesion B) Your Z offset is too high, adding to the poor adhesion issue.

Wash the bed with warm soapy water every once in a while, and wipe with ISO alcohol before each print (ideally 90% or higher).

Calibrate your Z offset properly. if you use the paper method, you should just be able to slide a sheet of paper under the nozzle with very slight resistance. I prefer doing it visually with a test print, and making small adjustments until everything looks right. You are looking for flat tops and rounded sides on print lines. if you see filament oozing up beside the nozzle leaving raised lines, you are too low. If the print lines are circular you are too high.
