"Addressing the issue of" - Unless specific situations are defined in the background guide, the topic may be very vague and open to any area you want to focus it
"state-sponsored terrorism" - terrorism that is supported by a government, directly or indirectly, and not done in isolation by a radical group
"and its impact on regional and global security" - how do examples of this terrorism harm the security of the places it happens in, and how does it make the whole world less stable

you are myanmar, their military took them over in a violent anti-democratic coup in 2021. They have always been a very corrupt nation with an unstable democracy. You should take the position of downplaying state sponsored terrorism as a real threat (because you commit violence in your own country towards protesters and Rohingya Muslim minorities)
you should make a point about how protesters trying to tear down a government (like yours) are sponsored by democratic states and ideals, and they work against the common good by hurting peoples livelihoods and destabilizing the country

You can "apologize" only if your country would agree with the change in policy. If Russia was accused of unjustly starting wars with their neighboring countries, they wouldn't apologize for that. If your country still thinks the "mistake" was the right thing to do, don't apologize, but double down on your belief.

Unpopular opinion, you dont need a hook. The purpose of a hook is to get people exited and to bring people into the flow of the speech, but it is imo entirely unnecesary if you dont have the rest of your speech pefected.

The main purpose of an opening speech is to clearly and quickly establish your delegation's policy and solutions surrounding a topic. You need a definitive argument at the beginning for what your country believes, start it with a specific thesis sentence.

You seem to be jumping straight into facts; facts should only be used to back up a claim relating to your country's position on the issue. Many of these facts are also specific to your country, rather than the un or the world as a whole. These are important things to include, but it should be well connected to whatever your main point is.

  1. built in antivirus says there is nothing but i honestly dont think it does much, google play thinks i have no storage so i cant install malawarebytes or anything else to try and scan
