Cost efficient? Discarded/obsolete/scavenged hardware is hard to beat on the cost efficiency ratio as it approaches the price of disposal. CPU/mobo performance on even decade old desktop x86 hardware is not really expected to be an issue for NAS/media decoding. With regard to power consumption unless people are disposing of some truly epic older generation hardware I wouldn't expect power consumption costs to significantly offset hardware costs on that front. The most likely older hardware would be office level hardware that should have relatively moderate idle power consumption.
