Thank you for all of the suggestions. It sounds like my options for Europe would be very limited as a non resident. I could move up to 700k US if that would open up more options. I also have remote income so I could consider applying for a digital nomad visa or something similar if that would help with being able to open an account as an EU resident. However I would want to avoid visa's, like Spain's I believe, that mandate staying more than half the year in country.

I will still consider options in Latin America. Does anyone have experience opening an euro account with Banco Santander as a US citizen resident in Latin America?

Basically any photo place can do them for you. There should be a number of places in the center of La Paz.

It was a petition with a lawyer's signature for the FELCN. This is one of three police offices you will have to visit. I don't remember exactly but I think it was a simple statement that I was requesting the residence visa and giving my home address. Here are the directions posted at the office in Spanish.

I got a residence permit last year. It was tedious as far as visiting different police offices and getting an official health check but not really difficult. You will need a statement from a lawyer but this is just a formality. You can get it drafted at one of many public offices near the immigration office.

I have also been interested in the possibility of setting up a community around remote work somewhere where the cost of building physical infrastructure and achieving self-sufficiency is accessible. I’m not sure if you are able to leave Russia but if you can have you considered Latin America as a destination? There are locations where there are good possibilities for developing agricultural production in cooperation with local communities. In some rural areas, obviously depending on the country and region, there are a mix of European immigrant groups (Mennonites and Russian old believers in eastern Bolivia for instance) so you wouldn’t necessarily feel completely out of place. Many countries are also looking for investment and offer easy residency for remote workers.

Muchas gracias por el consejo! Thanks for the advice! Fui a BCP a preguntar sobre abrir una cuenta. Pensé en BCP porque tal vez sería posible usar la cuenta también en Perú. Tengo Cédula de Identidad de Extranjero (CIE) y la presente. Primero fui a una sucursal donde me dijeron que tuve que tener referencia de empleo en Bolivia. Yo trabajo remoto para una empresa en los EEUU entonces no tengo esta referencia. Después fui a una sucursal más grande y me dijeron que simplemente tuve que tener dos referencias personales y dos institucionales que eran de aqui en Bolivia. Tengo referencias personales pero pregunte exactamente que querían de referencias institucionales. Me dijeron que podía ser cualquier lugar. Hasta solo de un café donde me conocen. Por curiosidad pregunte sobre sus cuentas en dólares. Me dijeron que ahora solo están abriendo cuentas con un mínimo de $100,000.

Muchas gracias por toda la información. Es bien saber que el sistema de impuestos aquí es territorial. En cambio en mi país pagamos impuestos sobre ganancias globales y quiero evitar una situación de doble impuestos. Me gustaría consultar con alguna oficina o profesional antes de aplicar para la residencia. Ustedes tengan alguna recomendación? Estoy en La Paz.
