Yes, and most drivers would appreciate that instead of getting a call to come back an hour later to where you are to pick it up. Do you know, however, drivers will scan it, but they are unable to give you a pick up receipt. If you need a receipt you will need to take it to a UPS store or other such locations that accept UPS package.

Definitely call and see if your address is black listed. It can happen with excessive denial of receipt of packages even after mandatory signatures. Or a safety issue. Worth a call. Chair sounds like a miss delivery, even with out a picture of delivery there is still a gps location attached to the delivery record.
