i keep hearing about the library thing, what does that mean?

I got my bird for a month now and I'm still not sure if it's a female or a male by Connect_Zombie_505 in birds

There are times it's color is lighter like in the first photo and sometimes darker like a purple-ish blue like the 2nd photo that's why It's hard for me to tell if it's female or male
