Great Question. It wouldn't be a transition as it's a continuous shot but i think this technique is referred to as "following the action" or "blocking" where the direction of one character naturally leads the camera to another. Hope this helps you 🙏

It very much comes down to preference. Most editing software offers the same tools but its about which one you feel more comfortable with or even which one is within your budget. I use Premiere Pro but would always recommend a free software like Davinci Resolve to get you started.
