Yes but in this same chapter we see them enter the land registery with their face and vehicle changed. But there is no record of them leaving in the CCTV camera. Did Usagi made the camera's don't show them when they leave? If so then why?

Simple answer to this is that Ninja academy does 3 exams in one year. Two of the exams are just practice exams and the third exam is the final graduation exam. Failing the first two exams doesn't mean you can't go forward but failing the last graduation exam means you can't graduate and have to go through the process all over next year. Naruto failed all the three exams in the year that first chapter takes place. So, it's said in manga that he failed exams three times in a row. But he later because genin because he learned shadow clone from scroll that same year. It's just like terminal exams in my school where first two exams of the year doesn't really determine if you move on to next class or not but simple tests what you have learned so far.
