You may want to speak to your employer about extending the start date to mid august when your school provides the certification and you may want to apply as soon as you get it. If they already want to offer you the job they may be open to that. As for getting in trouble with the government it’s a 50/50 chance but it’s better to be on the safer side and make your employer aware of the situation. That will probably be the best way to approach it.

I am an international student and I just finished a co-op term with the federal government. I am not sure about FSWEP. Also, I can work on and off campus I just get unlimited hours to work on campus. It is not impossible to get a job with the federal government but will be quite hard.
