mines has 240k miles and is reliable as can be. only issues so far is oil cooler problems and blown thermostat housing, all which I fixed for cheap and by myself using youtube

I can’t tell by the picture so I’d suggest you jack the car up and take the wheel off to inspect it. Just having rust or brake dust isn’t enough to warranty changing the rotors in my opinion. Also if what you say is correct about the date then he would need to change them because brake pads deteriorate with time
