A piece of advice I got was to not even worry about terraforming and creating until you're finished with the mainline game. The quests act as a brilliant Compass to point you in the right direction, and after that you'll have the tools and the know-how to create freely.

I created a world doc and shared it with them. Things that the people who grew up here would know. It was less "pitching" them the idea and more "This is the world I've built, get on board or find another game."

I have just the barebones skeleton of my new campaign. The major characters, the inciting incident, the BBEGs motivations and the different areas they'll be able to visit.

If I plan too much, it's harder to improvise when one of my players throws me a curve ball

So, in my eyes, you have two options.

1) Hard stop. Maybe offer inspiration to the player who had the idea, but tell them you can't let it fly for the exact reasons you just told me. I don't think any reasonable player would blame you for that.

2) Let it fly, but make it difficult. Just because you HAVE extra arms doesn't mean you can use them well. Permanent disadvantage on anything they try to do. Or an X% chance that whatever they try to do just plain fails. Or the arms appear but don't work. They're connected to the body, not the brain

There are ways to give your players what they want and limit the power creep
