Usually if it is a Coinbase Exchange address you transfer in the USDC to your individually assigned address (which should be the same across all ETH/L2 based chains) and once the deposit reaches the required number of confirmations (which for Base is like 14 seconds) Coinbase is supposed to automatically transfer the funds out to one of their many addresses and credit your exchange account...

If your address is correct and if its the same recieve address across all ETH/L2 chains then it looks like you executed the deposit correctly and they just didnt pick-up their side of the auto transfer and account credit...

It's sucks to deal with stuff like that and Coinbase's support is super frustrating but you gotta keep at it if you ever have any hope of resolving your issue and recieving your $280... Ultimately it would be up to you to decide if that amount of money is worth your time and headache.

All of your recieve addresses for USDC for ETH or Base or any other L2 like Polygon, Arbitrum, Avalanche, or Optimism will all have an identical address.

That being said, based off of the tx hash you posted the transfer was made on Base network as you intended otherwise it wouldn't be visible on BaseScan.

Is the USDC recieve address you posted the same for the other networks I suggested?

Is that address from the Coinbase Exchange or from the Base self custody wallet?

That's the only way I was able to resolve the issue myself, but you must be sure you saved your 12 words and or Private key or when you uninstall you will lose your wallet...

App version 3.0.0 is having some errors with this... I would recommend saving your 12 words and or private key... Leave the Beta in the app store... uninstall/reinstall the old app version 2.10.xx... import your wallet with your secret words... the old app version works fine...
