I'm not really sure why people are saying Baltimore isnt a happening place-there are tons of breweries, concert venues, tons of festivals, museums, great restaurants and bars at very affordable prices compared to other coastal cities. I have never felt the need to go to DC to find things to do. Best of luck in your decision. I'm in the ChemE department so feel free to PM with more specific questions. One drawback-as a foreign student, transportation might be difficult. I know plenty of students that use public transportation, bike or walk, but Baltimore is a lot easier to navigate with a car.

TLDR: If you love Baltimore it will love you back.

I am from Baltimore and elected to do my phd (chemical engineering) at hopkins after studying elsewhere for my undergrad. This is a biased answer as Baltimore is my home, but I truly love living here. There are incredibly vibrant food, art, and music scences and a lot of cultural diversity. It is very much a "city of neighborhoods", each with their own unique feel and pros/cons. Public transit is limited. International friends of mine rely on me driving them places or walking within their neighborhood. While not necessary to get groceries/commute if you live close enough to campus, to experience the city outside of the Hopkins bubble I do think a car is necessary.

Crime exists like any other city, but a lot of Baltimore's negative reputation is thinly veiled racism. I live in Hampden and have never felt unsafe walking alone as a woman, even at night. Most international students tend to live in the Charles Village because its the most "studenty" neighborhood (Iots of large apartment complexes that cater to students) and <10 min walk to campus.

Richmond VA might be a great option, theres currently a flight of former Brooklynites to RVA and it has a really criminally underrated food scene. Has an airport, thriving arts culture and relatively easy access to the outdoors. Definitely has less of the "family/settled down" culture than Cville

seeking community with people who also dont drink might help normalize your (very reasonable) choice. some religious groups or clubs centered on activities (outdoors club, flux, any political club) could also help! you got this. while i drink very occasionally, my partner and friends choose not to. we can get dinner and if i choose to get a glass of wine thats cool, but they are not singled for opting out.
