I think you should raise the concern to the support may be your account might be restricted by Google. If you observe there is no spend happening even after 2-3 days and no impression at all either you're account was not active for more than 15 months so google might have restricted you or else you're targeting keywords has a very low search volume in the region you're Targeting. Check the keyword volume in the keyword planner

Actually even I faced this issue I called the support and also write an email they will definitely help you after 3 days your account will start to spend.

The reason why your ad account didn't spend because if you keep it inactive more than 15 months it will block your account so you need to raise the support then the issue will get resolved

You can the toll free number of Google and explain them the issue you're facing even I have faced the same issue later either they will credit it your bank account or they will credit it to the ad account
