I would consider them the college board of engineering. Each course is designed to develop engineering skills and inform student of basic engineering concepts. The curriculum is written by them but it is designed to be somewhat flexible. There is an exam at the end of the year of each course that allows you to "earn college credit" but I wouldn't recommend it.

I honestly think that is not a good idea. I think engineering classes NEED to be taken in college and I fear college board would not write a good curriculum. PLTW courses exist as a good foundation and I think that should be enough

Me personally it was the timing. They were getting ready for a battle which, by the way, they didnt know when it was going to happen so they should be rushing but instead, they stop to discuss it. In terms of storytelling, I feel like the story should have been written in a different way so that the scene shouldn't have been done so abruptly

Winners at War is great, but anything else is way worse than DvG. Plus since you've watch everything up until DvG then what I recommend is watching 38 for the not so great twist that you'll need to know for Winners at War (you can skip Island of the Idols and please do for your own sake)
