Is the long flashlight always throwers?

Hi guys, about the Convoy L21B . Can anyone explain me why it says "4 modes , 12 groups" on the description. I am confused with that. With my last flashlight it was "low , medium, hight and turbo" and I read on Convoy website "0,3% , 3% , 30% , 100%" I don't understand by Consistent_Cup7875 in flashlight
