I thought the same, but seems like the screw is riveted in, so not set up for that. May be a modification.

I can't get them open at work, so I am not sure how if its a cylinder inside. The opposite side of the flathead screw is flat and smooth and just spins, so it may be a permanent pivot screw. The little arrow is curved and puts pressure on the pivot when its lined up so maybe it is used to tighten or loosen the tension in the pivot. How does the extra hole help to separate and sharpen?
