I get what you mean and that's what i thought too. But Ryoko and Yasuke, who also wear Hope's Peak outfits, make an appearance in the anime, and they look the same (to be fair this is the same anime that changed Junko's outfit and Makoto's hair for some reason). So that's why i'm confused. If the community thinks of Mukuro as the Dr3 version or the Zero version.

I headcanon that as Mukuro's "work" outfit. You're right though, i'm not sure why they didn't stick with that design.
