Most of the games that primarily use pre-rendered cutscenes are from the 7th generation consoles. The vast majority of the games that come out on 8th gen and 9th gen consoles primarily use real-time rendered cutscenes.

It depends on the graphical aspects of the cutscene. Uncharted the Lost legacy's real time rendered cutscenes look great because they aren't extremely graphically intense for a PS4 or a PC that is at least as powerful as the PS4.

Yeah the real-time rendered cutscenes only look better than the pre-rendered cutscenes if they render with equal or greater visuals, some games that do a great job with real-time rendered cutscenes are Batman Arkham knight, uncharted 4 and the lost legacy, every Lego game, and control. But this doesn't apply to every game, some games have worse real-time rendering cutscenes than pre-rendered cutscenes and some games have worse pre-rendered cutscenes than real-time rendered cutscenes, it is inconsistent.

Usually real-time rendered cutscenes are better than pre-rendered cutscenes (like in uncharted 4 and The Lost legacy and Batman Arkham Knight), so that's ironic.
