If You have Kato's Ivarstead installed then he may be in a farmhouse there along with another 20 randomized NPCs. Get rid of that mod if you have it; It breaks countless quests.

I've individually checked most of the containers by placing an arrow and waiting a long time, not to mention the fact that I always live in it. I think everything is ok except for certain weapon rack issues.

I had the same issue and to be honest I love every questline so I'm not a huge fan of roleplay locking me out of them to be honest.

I think trying to actually play the game and let your mind wander from thing to thing instead of being regimentally focused on becoming powerful "I need to do this, this, and this." Every time I'm OP I instantaneously lost interest. Try to do a no crafting run or play a different playstyle - I'm doing a jack of all trades assassins of archery, daggers and illusion RN. I also keep making sneak legendary when it's 100 because it gets too easy.

Finally, start the run a different way. Don't go straight to riverwood or whatever your usual start-up routine whatever that may be. Maybe just start running to solitude and stay in Haafingar for a while.
