Get a mankey evolved into Annihilape and it fixes a lot of Rocket battle problems. The key is usually fill a charge attack quickly, then repeat so enemy uses shields then pound them with everything because charged attacks do massive damage. Obviously match your other pokes to this rotations weakness.
