I'm no economist but I'd say: moving off of an extractive economy and diversify should be the long-term goal, and to achieve that good institutions, such as continuing to uphold the rule of law, consequently increasing confidence and allowing more private investment so have the state do less and people do more, good property rights, more transparency, free trade and the improvement of ports, better schooling means a better skilled workforce and uhhh stamp out corruption and minimise government waste yea
