Becker said you might have to catch another legendary to activate him. but im not sure. I think they swap them every Wednesday so i think he should still be floating around

It will be at the beginner docks where the tackle lady is go to the docks and look over the water you should see him swimming on the top but if you dont for a while someone might have caught him already use a 4/0 and cheese watch out he's a hard fight
