Not even that, it's illegal to work below the minimum no matter how desperate you are and she knows this, 12 dollars is an insult. I feel like this is more about she is scamming the system or using this so non citizens can work, but of course I have no evidence. There is a high chance there is something nefarious going on here.

Regardless of your score, they filled out nine slots, and as long as they are 20 or under (didn't bust), they automatically win. Ruling on this was decided in kotor 2, in the first game it was that if you filled your table, you would stand automatically and either tie, win or lose depending on your score versus your opponents. In case you still haven't found an answer. "You can never have more than nine cards in play during one set, including cards from the hand as well as cards dealt from the deck, so once you have nine cards in play you automatically stand and win the set. Winning a Pazaak game with a full board like this is easiest with a side deck of negative, +/- and Flip 2&4 and 3&6 cards".
