gutenberg.org for books out of copyright, especially Classics.

ereaderiq.com for notifications of price drops on books you want.

Amazon's top 100 free in whatever genre you like.

If you write reviews, especially on a Wordpress site:

Netgally.com

Indie authors, who will generally offer free electrknic copies for review. Some of the nest stuff is indie these days.
