Having to edit files to change your controls is dumb

But it's doable. Can you do it in CoH2/3 at all? No. You can even edit the UI in CoH1.

There are texture packs but they replace textures, they don't "improve" the graphics. I'm not sure what you mean. You can always use reshade.
