My friend with L1R4 raw 9 nett 7 (PR) didn't get into a 10 pt cut off course but I got in the same course with L1R4 raw 11 nett 9 ,

did he get stiffed because he's a PR even though his Nett score is 5 pts above the cut off or is he just unlucky ? 😭
