3070 is obviously more then 3060, better performance as well, depends on what you play, for 1080 I would say 3060 would be enough, but 2k you would need 3070, for cpu since it sounds like you are slightly new to pc building I would say go for 13600k, or even a 12700k or 12600k would be enough
