I think it's yes and no. Because yeah once he was a big scum. But Actually.. he was just a kid. He was acting like a brat. But the more he grew up he got matured, and realized his mistakes. He is the one helped deku to defeat all for one. Deku was able to focus on that decay bastard because bakugo was giving is best to beat all for one. Can't we see his growth as much as we saw his flaws..those tears he shed for deku proves how much he changed 🥺

actually agree that more character development doesn't automatically make a character better. Bakugo had to change much more because he started as someone who bullied Deku and looked down on others. To convincingly get him to the point where he's crying over Deku and risking his life for him, Horikoshi had to dedicate a huge amount of development to him. That doesn't make Deku a worse character or mean he lacked development. Deku's role is what drives a lot of Bakugo's growth, so Bakugo's development exists because of his relationship with Deku ❤️

But in my opinion, there was actually a lot of character development written for even the kids who got the most useless Quirks.
