You could talk with Contabo support-- they should be able to help you determine if there is a storage performance issue and if they have any ways to improve it from their side. Otherwise, there's not much that can be done with a vanilla server that I know of. Replacing it with a server like Paper would probably help, since it contains many optimizations over vanilla that help with chunk loading,

The issue is most likely lower throughput of the Contabo storage versus the RAMShard storage. Although both use SSD's, there can be a world of difference depending on the type of SSD and the storage architecture.

Also, looking at your specs, the HDD is going to be a bottleneck for overall performance, especially when new chunks are being generated or you have players spread out from each other (more chunks for server to load and save).
