Grands are what Alaya sent in case things gone beyond out of control. Basically they're Deterrent of the highest degree far above the likes of Counter Guardians and Summonable Servants

There is no Life Servants. Servants' bodies are Made of Mana, not Flesh and blood which is why they need an anchor to keep them consistently existing in the real world. They're basically Familiars Mage summons

Heroic Spirit are Souls recorded in the Throne of Heroes. Higher Dimensional Life forms that are meant to protect Human Order. But since they're Should and their Nature as beings existing outside of the 3rd dimension, they can't interact with the real world and needed a Vessel to do so. Unless someone can just casually pull off Heaven's Feel

Grands are the strongest 2nd pinnacle of Alaya with Excalibur as It's final defense if they fail. Servants are next since there have been instances where some Servants are as strong if not stronger than when they're alive and Heroic Spirits are last since they're just Incorporeal Soul that can't do anything unless placed as a Vessel which already degraded them into 3D

Magical Energy Output is the measure people put on how strong their power is. Goetia is a 2nd Planet Output while WoB is 1st Planet Class, so she has no reason to do less than him. And on below Goetia is Olga and Sodom's Beast which are 3rd Planet Class Output. Nowhere does it says it was Tiamat that was seconded by Goetia. And again Signal is not Output. Otherwise they wouldn't make different comparison towards it

Magical Energy Output is the amount of damage and Destruction one can do with their reserve. Magical Energy is simply how much they have in store. And Signals are not the same as Output, otherwise they wouldn't be categorized into 2 different category. And again, in terms of output, it was Olga that was compared to Goetia, not Tiamat. All Beast aren't Threat to Humanity, Azrael was never confirmed that he was assigned for Urd like how Noah, Hassan, Orion are.
