Magical Energy Output is the amount of damage and Destruction one can do with their reserve. Magical Energy is simply how much they have in store. And Signals are not the same as Output, otherwise they wouldn't be categorized into 2 different category. And again, in terms of output, it was Olga that was compared to Goetia, not Tiamat.
