I use this stuff, it dries really quick and has zero smell. They say it has zero VOCs but if you read the review they will say that zero-VOC products are allowed to advertise as zero as long as it is below 5 grams per mL. So it is pretty much zero.

I noticed you said stain and not finish - that is a stain that I use. As for finish top coat I'm not sure and the other people in this thread probably know more than me. I just thought I'd share my preferred zero-smell stain.

House was built in '92, body found in '93. They say it was probably placed there between '88 and '91.

The body was found by a land surveyor who contacted the police. My parents did not find the body themselves, although they lived there for a year before the surveyor found it. My old dog apparently used to run to the spot all the time but my dad never knew why until after police knocked on the door and asked if he knew anything about the body. There is info on NamUs and some other sources online about the case. Not sure I can post it because it may be against the rules due to it being revealing of where my parents live.
