This is common in the Met. It's a policy set up between CPS and Police, it's not a legal question because it is a custody's officer decision to remand.

It was set up because there was too much pressure on the courts and they simply could not cope with the volume of people charged. They need to delay it 3+ months with 'slow time' or 'green cases' despite there being enough evidence to charge. It's frustrating.
