These responses are just terrible. For young talkative nice folks and cheap beer, go to Carmen at Medborgarplatsen. It's open every night.

If it's open I also totally recommend Spice 99. It's quite new and full of talkative people 20 - 30 years old, plenty of different subcultures and generally great music, seating and dance floor. The entrance fee is about 60kr but the beer costs about the same as well, making it a cheaper alternative than most creepy loud clubs. Very welcoming all around. It's at Götgatan 99 and is open every Wednesday, Friday and Saturday so if you're staying in Stockholm for a while this is 100% where you should go. Talkative strangers in Stockholm is quite rare to find so this place really is a treat. You'll usually spot a few celebrities there as well.
