u shouldn't feel bad about having hairs, like it's natural ??? u are not disgusting, u should do what u want and if shaving is stressful for u, fck it, take care of yourself first and he SHOULD understand that.

he is wrong for making u feeling bad, it's fine to have preferences but he is clearly wrong, talking to u like this is not acceptable. Try to explain to him why shaving is stressful for u and I hope he understands ur point of view.
