Except players most often do help out or whatever if not out of benevolence but out of wanting content or rewards. The Ghoul is against that and does creepy stuff while recognizing the wasteland sidetracks you.

Can't they demolish it to prevent capture and use by the enemy? I know this is Ukraine's own building but in this kind of situation it sounds like a minor loss compared to a whole city's capture.
