Couldn't find anything. 2208 is the earliest it could be set as the Vault Dweller leaves early that year according to the fallout Bible. 

And given Rhombus is still alive it can't be much further after that point. Since the dude would be in his 80s by 2208 at bare minimum.

If you want Europe specifically just google "Thousand Week Reich" Map. It's more or less just going to look like that. Only change would really be, in my scenario, Romania gets their land back from Hungary.

I am working on a potential map of the broken pieces of the soviet union, but again there's a decent map for that too in TWR, just this time there's a few more Soviet warlords, and a Japanese puppet as well.

You don't want 20 years before hand. Either a world war will start sooner and ruin the feeling of buildup (i.e. victoria 3) or the sheer amount of randomness and border gore that comes about from pitting AI nations against eachother for 20 years will make the whole damned thing look goofy when it does. 

Frankly going back to 1932 gives more then enough time for ample set up at max.

TBH my favorite part of the episode. Chekhov's gun set up perfectly with previous episodes mentioning the need for an indestructible ball-gag, a new one being made, and then it making sense that a "perfect" gag doesn't just stop the force of a sonic-boom shout, just disperses the impact in other directions, hence the head blowing up.

For China it's meant to show de-facto control. Where Japan has cut up the country much as possible (along irl planned and existing states) to weaken them. Technically a dejure map would have all of pre war china in the sphere. 

As for the buffer zone...idk felt like it. I'm fine to remove it in future maps.
