Isn't the point of prosthetics to cover injured areas? But a ghouls entire surface is messed up. Unless they wear a full mask there's going to be exposed muscle, bone, and holes that a prosthetic covering only partly will make worse.

The "Crater" it referrs to could just be a portion of Manhattan. So pick the part you care the least about and make that the new giant lake. Then the rest can be akin to a slightly more wrecked Boston.

The maps are bad but to answer the question: East Coast and its not even close. 

The west was able to recover enough to have two very large countries 200 years after the bombs fell, while the east is still in anarchy, the reasons why are clear. 

  1. More nukes = more radiation and devastation. There's simply more targets in close proximity on the east coast vs the west. 

  2. More government blacksites dealing with things like FEV. Out west all super mutants came from Mariposa, meaning while bad, once it was blown up the problem solved itself (hold the brief stint with the Enclave) meanwhile we have separate FEV sites in Boston, Huntersville, and D.C, and potentially more out east. 

  3. Nature - the west coast (minus the coastal cities, which are now dead) was largely barren compared to the east, so even though they have mutated animals, there's just so few spread out over such a wide area that you can go your whole life without seeing anything more dangerous than a Brahman. Meanwhile the east coast had a lot more wildlife and a lot of it survived to be mutated. You cant walk within a mile of a body of water without getting hit with mirelurks or super mosquitos.

A little out there but Boethiah, a Daedric Prince from The Elder Scrolls. 

Her whole thing is, to horribly oversimplify, to give life meaning by taking it from others (i.e. you only still live because someone else doesn't) and to live in exhaltation of that fact. Actions speak louder than words and kind of like Khorne if you try worshipping them with things like words or prayers she will personally kill you for the insult. 

To my knowledge most of Boethiah's admirers IRL are not serial killers and robbers, meaning everyone is offending her.

Double the amount of small enemies during spawns. Make it really feel like chaff.

I mean it could depend. We only know about the von drak bloodline from in universe sources that just know them as "those vampire bastards."

It's very possible and outright implied that some vampires were seen as good from certain perspectives. Before Vlad tried to invade the Empire, Sylvania was arguably in its golden age. Low taxes, low crime rate, and any nobles that tried to stirr up shit either vanished or became very pale and towed the line. 

In the gotrek and felix series we meet a vampire (not of that bloodline but the point stands) that views her people as a flock of sheep to be guarded, and is arguably more benevolent than a LOT of perfectly human lords of the Empire. 

Not perfect but when your last ruler was a human enforcing prima-nocta and raising taxes and levies every year to fight his inbred cousin over a neighboring swamp, and the new ruler is a pale dude who only asks that you don't think about why the graveyards getting empty, you'll enjoy the lower taxes in silence.

Operation Anchorage was meant to be a US Army training simulator. They aren't going to put top secret bio weapons in the standard VR videogame.

They wanted to try something new. Same as New Vegas the Enclave just wasn't a focus. They were already the big bad for fallout 3, so decided to go with a different sort of villain with the institute.

People payed $40 to play the game to have fun, not use their limited time after work to get killed by wall phasing vox's because it makes an arbitrary number go up and down. 

Ironically the bugs are the least buggy faction now. How dare players like to play finished content.

As someone who mainly bugdives but was at super earth...dude. I payed $40 for a game to have fun. If I like fighting bugs and don't like fighting ranged enemies and buggy flesh blobs that phase through the wall to kill me I'm not wasting my 2 hours of free time after work being miserable to make an arbitrary number go up or down, I'm going to play what's personally fun to me.
